The device has a housing (01) arranged with a rotary arm (02), where a mini on-board camera (020) is fixed at an end of the rotary arm. The housing is fixed on the roof of a vehicle by a magnetic plate (026). A gear motor (04) rotates the rotary arm, and another gear motor (017) allows the deployment of the rotary arm from a horizontal position to a vertical position via a cable or a remote control, where the rotary arm is rotatable 360 degrees in clockwise or counter-clockwise directions, and stoppable at any predefined angles.
