The device has a pump (5) interposed between a container (1) and a vehicle body (9). The container includes a gauge (4) for measuring static and temporary levels of a fluid (3) in the container. An electronic authorization unit is adapted to receive a representative signal for pumping, and representative signals for static and temporary levels of the fluid. The unit emits a signal that allows operation of the pump during absence of the latter representative signals that indicate exceeding of maximum temporary level and minimum temporary level of the fluid. An independent claim is also included for a method for authorizing operation of a pump.
