The device has a set of watertight floating shells (1), a hollow element (2), and a ballast (3), where the floating shells are provided with an electric generator. A set of rotary joints is provided on each side of the watertight floating shells. A set of interactive movements is provided between the water tight floating shells. A set of cogwheels, a set of power-blocks, and a rotor of the electric generator are provided with independent rotation on a single common shaft.
