The method involves collecting location-based data by a primary radio communication network (P) in a waveband division. The collection of location-based data is utilized by a secondary radio communication network (S) in another waveband division. A set of geographical, temporal and frequential elements of radio resource utilization is mapped by the primary radio communication network. A set of interference levels induced by the radio operator transmitters (D) of the secondary network on the primary network is regulated. An independent claim is also included for an apparatus for performing geoptimisation for division of electric radio spectrum of primary holders with secondary holders on a given geographical surface.
