The phase shifter has a locking device (22) including a bolt (24) sliding between a retracted position (PR) in which the bolt is entirely inside a housing (28) of a rotor (18) and an outlet position in which the bolt is partially out of housing. Pressurized fluid circulates in a main channel (54) emerging in an opening of a striking plate (26) to axially exert an axial force (F1) on an external end (44) of the bolt. A portion of the fluid is made to flow through an axial groove (40) from the opening to a transversal disk surface (50) of the bolt so as to exert an additional axial force (F2).
