The tamper has a handle interdependent of a rectangular plate (1). The handle has a proximal part (2a) interdependent of the plate and a distal part (2b) forming a gripping unit. An elastic unit e.g. helicoid spring (18), is positioned between the plate and a piston (17). The parts are assembled by a connection. The distal part has a stuffing box (13) in a lower part, and an opening and closing unit (7) in an upper part. The proximal part has a water projection unit e.g. circular hole ring (21), on an upper face of the plate, so that water is projected at impact of the tamper on ground.
