The device comprises a balancing member (8) movably arranged in a sheath for partially obstructing the inner section of the sheath, and a mechanism (11) for biasing the balancing member to a first position, in which the balancing member delimits a section of the first passage of any fluid flowing in the sheath and against which dynamic forces are exerted to move the balancing member from the first position to the second position, in which the balancing member delimits another section of the passage of the fluid flowing in the sheath, until it reaches an equilibrium position. The device comprises a balancing member (8) movably arranged in a sheath for partially obstructing the inner section of the sheath, and a mechanism (11) for biasing the balancing member to a first position, in which the balancing member delimits a section of the first passage of any fluid flowing in the sheath and against which dynamic forces are exerted to move the balancing member from the first position to the second position, in which the balancing member delimits another section of the passage of the fluid flowing in the sheath, until it reaches an equilibrium position. The balancing member moves translationally under the antagonistic effects of dynamic fluid forces of the fluidic flow and the biasing mechanism, until it reaches the equilibrium position. The balancing member comprises a flap/shutter mounted in the sheath on an axis of rotation (9) transverse to the sheath. The biasing mechanism includes an elastically deformable member such that a spring biases in compression or tension or elastic link in traction by the balancing member is subjected to the dynamic forces of the fluid flow. The elastically deformable member connects a point of anchoring to the balancing member or to the sheath. The biasing mechanism includes a beam external to the sheath. The beam supports a counterweight (13) and is biased by the elastically deformable member, which tends to move the balancing member towards the first position. The flap/shutter presents a positive slope relative to the direction of fluid flow in the sleeve. A length of an arm (12) of the lever of the biasing mechanism is modified by displacement of the counterweight along the arm. An independent claim is included for an installation for collecting and transporting gases of a set of aluminum electrolysis tanks.
