PROBLEM TO BE SOLVED: To provide an exhaust heat recovery system, a gas turbine plant, and an exhaust heat recovery method capable of efficiently producing cooling air by improving recovery efficiency of exhaust heat generated in producing cooling air from the air extracted from a compressor.SOLUTION: An exhaust heat recovery system includes a cooling air cooler 54 extracting air A from a compressor 11 in a gas turbine 10 having the compressor 11 for compressing the air A, a combustor 21 producing a combustion gas G by burning a fuel F in the compressed air A, and a turbine 31 driven by the combustion gas G, and producing cooling air CA for cooling a high-temperature component by cooling the extracted air A, and an exhaust heat recovery device 51 recovering exhaust heat from the cooling air cooler 54. The exhaust heat recovery device 51 has a steam flow recovery portion 70 for allowing the steam S to flow into the cooling air cooler CA as a heat medium M, and flow out therefrom without changing a phase.
