PROBLEM TO BE SOLVED: To operate a cogeneration device so as to increase an energy efficiency of the cogeneration device while satisfying energy demand.SOLUTION: A cogeneration device 10 generates a first energy and a second energy and is connected to a storage unit 20 for storing the second energy and a first load 30 consuming the first energy. The first load 30 is connected to a first supply source 40 for supplying the first energy. The storage unit 20 is connected to a second load 50 for consuming the second energy. A schedule generation device 2000 acquires energy information indicating a time variation for a demand of the first energy and the second energy, when generating an operation schedule by using an operational lower limit value, determines each of the operation lower limit values in such a way that the operation lower limit value at any one or more time bands before a time band where the second energy is short is lowered than an initial value, and generates an operation schedule by using each of the operation lower limit values.
