PROBLEM TO BE SOLVED: To install a cofferdam in a low head environment while reducing construction period and cost.;SOLUTION: A low head mobile crane barge 10 includes a barge part 12 and a crane 14. The barge part 12 is U-shape with a concavity 20 on a side of a rectangle in planar view. The crane 14 at a height H appropriate for a low head environment has a suspension part 30 capable of parallel moving in longitudinal and lateral directions on the barge part 12. A steel cofferdam is efficiently formed and installed by using two such low head mobile crane barges 10 to sandwich a structure to be constructed between the concavities 20. The low head mobile crane barge 10 can hoist a larger member consisting of multiple steel members and others compared to a conventional crane barge in a low head environment.
