PROBLEM TO BE SOLVED: To provide charging and discharging power-limiting devices which perform control in such a manner that charging power does not exceed a rating power of cells, when externally charging the cells constituting a battery pack, under active cell balance control.SOLUTION: Charging and discharging power/current-limiting devices 6, 7 and 8 for cells, limit allowable charging power/current values in the charging cell 3b in a serial connection of the plurality of cells 3a, 3b to which cell balance power/current are supplied under active cell balance control, to values obtained by subtracting the cell balance power/current values from the charging limit power/current values of the charging cell 3b supplied with the cell balance power/current under the active cell balance control. Further, a charging and discharging power/current limiting device for a battery pack limits allowable charging power/current values of the battery pack to values calculated on the basis of minimum values among the allowable charging power/current values of the cells. Thus, even if the cells under the active balance control and the battery pack are externally charged, charging power supplied to the cells is prevented from exceeding a rating power and the cells and the battery pack are prevented from being deteriorated.
