PROBLEM TO BE SOLVED: To provide an adhesion of coating agent in an aqueous solution by an efficient and goal-defined method in which a cloth preparation and/or wound covering material capable of providing a finishing agent that is refillable of cationic micro-emulsion and/or cationic active substance, releases a finishing compound and a low molecular weight active substance contained in the finishing agent, at a decided release speed.SOLUTION: Provided is a finishing layer 3 composed of a polymer compound comprising an acrylic acid copolymer composed of acrylic acid derivative and/or meth-acrylic acid derivative; and a polymer compound comprising a) at least one (meth)acrylic acid derivative substituted by sulfonic acid group, b) at least one hydrophilically substituted (meth)acrylic acid derivative, c) at least one hydrophobically substituted (meth)acrylic acid derivative, and d) at least one (meth)acrylic acid derivative that acts as a cross-linker.
