PROBLEM TO BE SOLVED: To provide a decarbonization refining method for molten steel in a vacuum degasification installation which can substantially reduce iron scattering while improving the decarbonization efficiency of a decarbonization refining treatment.;SOLUTION: In a vacuum degasification installation 61, molten steel 63 is decarbonization-refined by using top-blown lance 1. Liquid oxygen and gaseous oxygen are supplied to the top-blown lance 1. The gaseous oxygen and the liquid oxygen are mixed together in the top-blown lance 1 to form gas-liquid mixed oxygen.
