PROBLEM TO BE SOLVED: To enhance the capability of automatically generating an operational procedure tuned for an operation object system.SOLUTION: Determination means 11 determines a precondition indicating a state expected for a system which is about to execute the process corresponding to an operation, and a postcondition indicating a state expected for the system which has executed the process corresponding to the operation, on the basis of work logs 2, 3 of previously performed work. Association means 12 associates each of a plurality of operations with an operation in which the postcondition of the former operation is used as the precondition. Search means 14 traces a path starting from the operation in which the initial condition satisfied by an operation object system 1 is used as the precondition, and passing through the associated operations to the operation in which the object condition indicating the state targeted for by the operation object system 1 after work is used as the postcondition. Generation means 15 generates an operational procedure 8 in which operations on the path traced by the search means are arranged in order.
