PROBLEM TO BE SOLVED: To automatically and properly detect a signal processing performance of a communication apparatus over a network which is configured by including a plurality of communication apparatuses.;SOLUTION: Over a network 10 which is configured by including a plurality of session control apparatuses (apparatuses) 12a-12h, a connection request signal Rq is transmitted from a terminal machine 18 to an opposite-side terminal machine and a rejection response signal Re that is a response to the connection request signal, and congestion occurrence are redirected for each of the apparatuses 12a-12h. A detection device 20 performs first counting of connection request signals Rq to the same apparatus (e.g., 12f), performs second counting of both rejection response signals Re and non-response states as the same counting target, and stores a differential between first and second count values for a first time width as a real processing signal number. When congestion of the apparatus 12f is detected, the stored real processing signal number of the apparatus 12f in a congested state is compared for a second time width retroactive from a time of detection for a time exceeding the first time width, and a maximum value is detected.
