PROBLEM TO BE SOLVED: To provide an encryption device that performs masking so as to be capable of restoring an original picture.SOLUTION: An encryption device 10 comprises reception means 1, detection means 2, masking means 3, and transmission means 4. The reception means 1 receives picture data A imaged by a monitoring camera or the like, and outputs the received picture data A to the detection means 2. The detection means 2 detects, from the picture data A, a masking target region to be a target on which reversible masking is performed, and detects coordinates of the detected masking target region; and outputs the coordinates of the masking target region and the picture data A to the masking means 3. The masking means 3 detects a pixel value included in the masking target region on the basis of the coordinates of the masking target region; and performs reversible masking on the masking target region by converting the desired number of bits of a bit value constructing the pixel value to other bits. The transmission means 4 transmits picture data B on which reversible masking is performed and the coordinates of the masking target region.
