PROBLEM TO BE SOLVED: To provide a high-quality printed matter.SOLUTION: A reformer of an object to be treated in a printer (printing system) includes: plasma treatment means including first electrode means, second electrode means, and a dielectric disposed between the first electrode means and the second electrode means, which plasma treats an object to be treated disposed between the first electrode means and the dielectric; and control means which controls a double-side treatment in which the plasma treatment is performed with one side of the object to be treated facing the first electrode means and then with the other side of the object to be treated facing the first electrode means, such that the amount of plasma energy to be received by the object to be treated in the treatment of any one side is different from the amount of plasma energy to be received by any one of the side in a single-side treatment in which the plasma treatment is performed with one side of the object to be treated facing the first electrode means.
