PROBLEM TO BE SOLVED: To provide a device, a system and a method for detecting a drunken driver of a vehicle and preventing the vehicle from being driven.SOLUTION: In one embodiment, a detection module 204 includes a sensor for generating an electric signal corresponding to a prescribed blood alcohol concentration of a driver. The blood alcohol concentration of the driver is determined by sampling an alcohol concentration of the air inside a prescribed area 104 of the vehicle. A control module 208 is integrated into the detection module and controls the driving of at least one vehicle in response to the electric signal from the detection module. In another embodiment, a cell phone accommodates the detection module and is connected to the control module wirelessly. In some embodiments, a vehicle state module 210 is provided.
