PROBLEM TO BE SOLVED: To provide a laser irradiation device that can efficiently remove a coating film on a structure surface and suck and collect a removed matter, and to provide a laser irradiation system and a method for removing a coating film.SOLUTION: In the laser irradiation device, a laser head 3 includes: an optical system 4 for emitting a laser beam 30; suction means 33 for sucking the removed matter 60 generated from an irradiation point of the laser beam 30; and an attachment 5 configured to be able to abut on a surface 20 of a structure. The optical system 4 is operated to scan the irradiation point of the laser beam so as to draw a track of a first circle of a radius r1 with a center of an optical axis of the laser beam 30 on a surface substantially perpendicular to the optical axis.
