PROBLEM TO BE SOLVED: To provide a powder flow measurement instrument and a powder flow measurement method in which the number of components can be reduced by making a reference capacitor unnecessary and the degradation of measurement accuracy due to an error of a reference value can be suppressed.SOLUTION: A capacitive powder flow measurement instrument measures a powder flow rate by measuring variation of capacitance in a pipe in which powder flows and includes: density determining capacitance measurement means 43 which measures a signal corresponding to capacitance in the pipe; powder density calculation means 61 which calculates a powder density from the measured signal; first and second flow velocity determining capacitance measurement means 45 and 46 which offsets a peculiar capacitance of the pipe from the signal corresponding to the capacitance in the pipe to amplify and measure variations in only capacitance of the powder; powder flow velocity calculation means which calculates a powder flow velocity on the basis of correlation of respective measured variations; and powder flow rate calculation means which calculates a powder flow rate from the powder density and the powder flow velocity.
