PROBLEM TO BE SOLVED: To provide a fine hole electric discharge machining device and a fine hole electric discharge machining method using this machining device, for machining a blind hole opened to a cylindrical body inner space in a short time, without being limited depending on a thickness and a width of a cylindrical body.;SOLUTION: In a fine hole electric discharge machining device, a Z axis slide 19 for freely positioning in the vertical direction is provided on a slide base 15, an electrode holder for holding an upper part of a rod-like or pipe-shaped electrode 31 is provided in rotation-driven manner in the Z axis slide, and electrode guide means for guiding a lower part of the electrode is provided on the slide base.
