PROBLEM TO BE SOLVED: To make it possible to efficiently recover the business having been interrupted or having a decreased implementation level, irrespective of a type and scale of disaster or the content of damage caused by the disaster or the like.;SOLUTION: A field terminal device includes: status information input means for inputting status information to identify an operation state of resources essential to execute the business; and measures information display means for presenting recovery measures of respective resources, based on the status information inputted by the status information input means and the status information received from a management server. The management server manages the status information of the resources received from the field terminal device, and calculates a degree of progress of the implementation situation of recovery measures with respect to the expected recovery time.
