PROBLEM TO BE SOLVED: To provide a passbook certificate issuing machine and a method of issuing a new account passbook capable of issuing a passbook of an account newly opened by a customer by a customer-operating passbook certificate issuing machine outside of a counter.;SOLUTION: A passbook certificate issuing machine 4 is a customer-operating passbook certificate issuing machine 4 for issuing a passbook of a new account.
