PROBLEM TO BE SOLVED: To manufacture a resin composition having a low molecular weight, specifically, a weight average molecular weight of 90,000 or less through a polymerization reaction using a material having a condensed polycyclic aromatic skeleton as a chain transfer agent, and reduce a residual monomer while making a conversion ratio of a monomer having an unsaturated double bond such as styrene 99.6% or more and maintaining the controllability of low-temperature fixability when the resin composition is made into a toner so as to largely reduce a VOC (volatile organic compound) included in the toner when the resin composition is made into the toner.SOLUTION: A specific compound is used as an initiator in a polymerization reaction using a specific quinone compound.
