PROBLEM TO BE SOLVED: To provide a method for comprehensively recovering metallic cobalt, ruthenium and aluminum from a Co-Ru / Al2O3 waste catalyst synthesized by Fischer-Tropsch. First, hydrocarbons are removed from a spent catalyst, reduction treatment is performed, and cobalt slag is effectively removed in an alkali melting step. Next, cobalt slag is acid leached, oxalic acid or ammonium oxalate is used. Co (NO3) 2 · 6H2O is obtained through processes such as cobalt precipitation, reduction of cobalt oxalate, and melting of metallic cobalt with nitric acid. The ruthenate dissolved in the process of alkali melting, leaching with deionized water, etc. is subjected to steps such as reduction with ethanol, dissolution with concentrated hydrochloric acid, distillation under reduced pressure, etc. obtain.
