PROBLEM TO BE SOLVED: To provide a caster suitable for both of a snow surface and a non-snow surface which has a simple structure and which can run on either a snow-surface or a non-snow surface, and a transport vehicle suitable for both of a snow surface and a non-snow surface which is equipped with the caster.;SOLUTION: A caster (20) suitable for both of a snow surface and a non-surface comprises a wheel (30) and a wheel support member (21) for rotatably pivoting the wheel (30). An outer peripheral surface of the wheel (30) has a groove part (31) for rotational driving comprising plural transverse groove parts (32) substantially orthogonal to a rotational circumferential direction of the wheel (30), and a wheel running guide groove part (34) in which plural longitudinal groove parts (35) are formed in a width direction of the wheel (30) and over a whole circumference of the wheel (30) so as to cross the plural transverse groove parts (32).
