An apparatus and method for managing digital rights related to EPUB-based content, and an apparatus and method for providing EPUB-based content with user authority are disclosed. The encryption unit of the digital rights management apparatus generates an encrypted unit file by encrypting a plurality of unit files included in a compressed archive format content composed of a plurality of unit files with different encryption keys. The data is stored in a database, mapping data obtained by mapping each encryption key and identification information of the encrypted unit file is generated and stored in the encryption key database. The authority management unit decrypts the encrypted unit file and provides it to the user based on at least one of the user identification information and the content identification information included in the encryption key provision request message received from the content provision device. The encryption key selected from the plurality of encryption keys is transmitted to the content providing apparatus.
