PROBLEM TO BE SOLVED: To provide a structuring device for a hierarchical destination prediction model, a destination prediction apparatus and a structuring method for the hierarchical destination prediction model, and a destination prediction method.SOLUTION: The structuring device for hierarchical destination prediction model includes: an extraction means for receiving location history data for a user and extracting input data including the starting location for the user and related time from the location history data of the user and output data including the arrival location of the user; a determination means for determining activity the user is capable of in respective locations and the initial probability based on the input data and the output data and adjusting the initial probability for the activities based on an arrival pattern and a departure pattern for the user; and a prediction model acquirement means for acquiring a hierarchical destination prediction model based on the input data and the probability after adjustment. An upper hierarchy of the hierarchical destination prediction model expresses the activity and its transition and a lower hierarchy of the hierarchical destination prediction model expresses the location of the activity.
