PROBLEM TO BE SOLVED: To prevent the collapse of the whole building without being subject to great restrictions when a planar design of the building is performed.;SOLUTION: A vibration control damper for a building includes rectangular steel tubes 11 that are applied as a column for configuring a building frame and that are arranged along the longitudinal direction of each column in positions at four corners in a rectangular area, respectively, and an energy absorbing plate 12 that has the function of attenuating energy generated when absorbing an external force.
