In the simulation data generation step, a simulation measurement range which may be measured by the three-dimensional measurement device is determined on the basis of the specifications of the three-dimensional measurement device with respect to a plurality of measurement points shown by the master data 130, and the distance of the simulation measurement range from a position as a reference shown by the simulation data 136 is calculated on the basis of the position of each of one or more measurement points included in the simulation measurement range.
