PROBLEM TO BE SOLVED: To provide a cyclic operation management apparatus, a cyclic operation management system, and a cyclic operation management method capable of accurately grasping delay particularly exceeding a tolerance as a progress status of a cyclic operation for circulating cyclic points in a cyclic route.;SOLUTION: In a cyclic operation management apparatus according to an embodiment, an arrival time acquisition unit acquires arrival time in response to reception of an arrival notification notifying arrival of an operator at a cyclic point. A delay determination unit determines whether a cyclic progress status indicates delay exceeding a tolerance at current time on the basis of cyclic related schedule time preset to correspond to each cyclic point and arrival waiting time from the arrival time acquired in response to the arrival notification last received in a cyclic operation so far to the current time.
