PROBLEM TO BE SOLVED: To provide electric insulation paper which reaches details of a narrow space requiring electric insulation, allows filling of a narrow space requiring electric insulation with an insulation member, has high adhesiveness to conductive members requiring electric insulation, is excellent in electric insulation and heat resistance, shows an oil resistance and is also usable in applications of motor interphase insulation.SOLUTION: In electric insulation paper, a thermal-expansion insulation layer containing a thermally expandable functional resin fine particles is arranged on one or both sides of a paper-like substrate. The functional resin particles are thermally expandable microcapsules which are composed of an outer shell made of a thermoplastic polymer of an average particle size of 5-50 m and a film thickness of 2-15 m and a low-boiling-point hydrocarbon included in the outer shell, with the boiling point of the low-boiling-point hydrocarbon being equal to or lower than the softening temperature of the thermoplastic polymer. An electric insulator obtained by laminating the electric insulation paper on a member and heating and an electric motor and a transformer having an electric insulation space obtained by heating the electric insulation paper are also provided.
