PROBLEM TO BE SOLVED: To provide a main agent for polyurethane waterproof coating material, which can be manufactured without requiring a complicated step such as distillation, with free TDI content being sufficiently reduced to an extent that causes no practical problems on odor and handling, and a manufacturing method thereof.SOLUTION: The main agent for polyurethane waterproof coating material, which contains an isocyanate group terminal prepolymer, has a NET.CPR value of -35 to 0.3. The isocyanate group terminal prepolymer is produced by reacting a polyoxyalkylene polyol-containing polyol composition with tolylene diisocyanate-containing isocyanate composition, such that an equivalence ratio of NCO group of tolylene diisocyanate to OH group of polyoxyalkylene polyol of 1.50 to 1.90 is obtained. The tolylene diisocyanate includes 2,4-tolylene diisocyanate in an amount of 90 mass% or more.
