PROBLEM TO BE SOLVED: To reduce deterioration of image quality occurring when an inputted parallax image is converted to a virtual viewpoint image.SOLUTION: A virtual viewpoint image generation device identifies a target pixel or a target block of a new viewpoint image, and replaces, in a predetermined region including the target pixel or the target block, the value of the target pixel or the target block with a smooth value obtained by smoothing processing, in accordance with the degree of variation in an interpolation vector in each pixel.
