PROBLEM TO BE SOLVED: To provide a sludge pipe and a ground improvement method in which a sludge defect is prevented from occurring and ground improvement can be performed with high quality by horizontal injection and agitation.;SOLUTION: A slude pipe 1 and a ground improvement method utilizing the same are provided. The sludge pipe 1 comprises an outer pipe 10, an inner pipe 20 and a packer 30. In the outer pipe 10, a plurality of first sludge ports 11, 11, ... are formed in a columnar shape, and a distal end of the outer pipe 10 is closed. In the inner pipe 20, a second sludge port 21 is formed in the distal end thereof and the inner pipe 20 is inserted into the outer pipe 10.
