PROBLEM TO BE SOLVED: To provide a novel data processing device and method for decreasing the number of multiplications required during execution of forward conversion operation and backward conversion operation applied to video data.SOLUTION: A conversion circuit receives N pieces of input values and executes a series of operation for generating N pieces of output values representing conversion between space domains and frequency domains of the input values. A base circuit is configured to receive four or more M pieces of internal input values generated by the conversion circuit and execute base operation equivalent to a matrix product of M pieces of internal input values by a Hankel matrix. Elements of the array designate coefficients and the execution of the base operation generates M pieces of internal output values to be returned to the conversion circuit. During the execution of a series of operation, the conversion circuit generates a plurality of sets of M pieces of internal input values from N pieces of input values, provides the M pieces of internal input values in each set to the base circuit for generating a plurality of sets of M pieces of internal output values, and derives N pieces of output values from the plurality of sets of M pieces of internal output values.
