PROBLEM TO BE SOLVED: To provide a water heating device and a warm-water supply device, including the same device, for a warm-water washing toilet seat.;SOLUTION: A water heating device 40 includes: a heating body 10 which limits a predetermined space of a hot-water washing toilet seat; a warm-water flow passage part 20 which is positioned in the heating body 10 and formed along an edge of the heating body 10; and a water heater part 30 which is positioned in the heating body 10 and arranged at a periphery of the warm-water flow passage part 20.
