PROBLEM TO BE SOLVED: To provide a method for producing carbon-carried core-shell type catalyst fine particle, and a method for producing catalyst ink using the core-shell type catalyst fine particle obtained by the production method, and to provide a catalyst layer containing the catalyst ink obtained by the production method.SOLUTION: The method for producing carbon-carried core-shell type catalyst fine particle having a core part and a shell part coating the core part includes: a step of preparing a core fine particle supported on a carbon carrier; a step of inactivating a functional group existing on the surface of the carbon carrier by mixing the core fine particle and a deactivator; and a step of coating the shell part on the core part after the inactivating step and the core fine particle is treated as the core part.
