PROBLEM TO BE SOLVED: To provide a technique of a submarine boat that is a resource collecting boat using a gravity force, a buoyancy force, and a hydraulic pressure as a transportation means when lifting seabed resources, while utilizing a fluid energy generated in sinking and surfacing in hydraulic power generation and using the energy as powers for an internal power source and a seabed drilling power source, or power for work on the ocean and land.;SOLUTION: A buoyancy body 2 is provided outside the submarine boat, and a liquefied gas in a tank 11 in the submarine boat is vaporized and injected into the buoyancy body as a buoyancy agent. A gas pressure and a hydraulic pressure in the buoyancy body are controlled to always keep the balance. When the boat sinks, the gas in the buoyancy body is compressed and liquefied to be accommodated in the tank. When the boat surfaces, the volume of the buoyancy body expands. During surfacing, a plurality of heavy loads at the seabed are connected to a hook 7 provided at a stern of the boat and surfaced.
