PROBLEM TO BE SOLVED: To provide an integrated coal gasification combined cycle power generating facility enabling a system to be started efficiently when pressurizing a gasification furnace without using an air separator, or when transporting dust coal to the gasification furnace, and to provide a method for generating power by the integrated coal gasification combined cycle.SOLUTION: The integrated coal gasification combined cycle power generation facility is equipped with the gasification furnace 4 for generating a coal gas by gasifying the dust coal comprising the coal by using air as a gasifying agent, and a carbon dioxide-storing apparatus 14 storing carbon dioxide and feeding the carbon dioxide when starting the gasification furnace 4, and feeds the dust coal to the gasification furnace 4 with the carbon dioxide fed from the carbon dioxide-storing apparatus 14.
