PROBLEM TO BE SOLVED: To provide an operation management system of electric vehicles, an operation management method and an operation management apparatus capable of effectively utilizing the power to be sold (it may be called as surplus power).;SOLUTION: A server is configured to receive several pieces of information including position information, the number of boarding persons, the number of getting-off persons, and the power consumption from an operation data processing apparatus mounted on an electric vehicle and to communicate with a portable terminal 70. The server calculates the amount of power consumption per person based on the amount of vehicle power consumption between a first stop and a second stop and the number of persons who have passed between a first stop and a second stop on the electric vehicle. The server registers the amount of power to be sold through the terminal operated by a passenger who passes between a first stop and a second stop on the electric vehicle. The server calculates the power amount to be paid by the passenger using the amount of power to be sold and the power consumption amount per person and convert the power amount to be paid into the fare.
