PROBLEM TO BE SOLVED: To provide a device and a method for creating a suggestion specification capable of presenting a product specification which can be provided by the manufacturer side while accepting a request on the customer side.;SOLUTION: A device for creating a suggestion specification includes: an input part which accepts a request specification original plan in which a request specification from a customer is associated with request intensity information showing whether or not the request specification can be compromised; a case database which stores a request specification suggested based on the request specification in the past and a production specification created according to the request specification; a suggestion base selection part which selects a suggestion base which becomes an essential part of a request specification to be newly suggested from among the suggested request specifications stored in the case database based on the request specification and the request intensity included in the request specification original plan accepted by the input part; and a request specification plan creation part which compares the request specification included in the suggestion base with the request specification included in the request specification original plan, and when the request specification included in the suggestion base does not satisfy a request of the customer, corrects the request specification included in the suggestion base to the request specification included in the request specification original plan.;COPYRIGHT: (C)2012,JPO&INPIT
