PROBLEM TO BE SOLVED: To provide a new emergency message distribution system for enabling an application server to spontaneously notify a client terminal of an emergency message.;SOLUTION: The emergency message distribution system configured to distribute an emergency message from an application server 10 to a client terminal 21 includes: a storage unit for storing execution information on an application and connection destination information on a client terminal 21; a determination unit for determining whether or not the application is being executed by the client terminal 21 when the emergency message is distributed; and a telegraphic message transmission unit for, when it is determined that the application is being executed, transmitting a telegraphic message for making a user select whether to stop the execution of the application to the client terminal.
