PROBLEM TO BE SOLVED: To generate a constant or higher level of tension throughout the year even if the tension of a wire rope is fluctuated by being affected by heat and cold, to naturally restore the tension so that the tension can get closer to a desired tension, and to avoid the generation of an excessive load of the rope even if the tension of the wire rope is fluctuated by a variation with time.;SOLUTION: A rod-like anchor 3 which is erected on a rock bed and exerts firm fall inhibition resistance is used in a place of the rock-like natural ground; and a load-distribution ground-surface application anchor 4 equipped with a two-action point lever and a load dispersion plate 8 is used in a sediment or sand gravel place. A overall length variable steel material 15 which is bent in a corrugated shape which generates a resilient force in the direction of reducing constantly wavelength and is provided along a midway of the wire rope is used as an implement for adjusting the tension of the wire rope 1.
