PROBLEM TO BE SOLVED: To accurately perform making of personal information of electronic information while suppressing the load of making even when personal information having an orthographic variant is included in the electronic information.SOLUTION: When receiving electronic information as input data 10, a character string conversion device 1 refers to a significant mask information dictionary 60 in which item information of personal information included in electronic information having been browsed in the past is stored as significant mask information with respect to each piece of identification information of the electronic information, to determine whether significant mask information matching item information of personal information included in the input data 10 exists in the dictionary 60 or not. When it is determined to exist in the dictionary 60, the character string conversion device 1 detects a personal information character string from the input data 10 on the basis of the significant mask information. Meanwhile, when it is determined not to exist in the dictionary 60, the character string conversion device 1 searches the input data 10 for a personal information character string on the basis of personal information character string data in a personal information dictionary 50. The detected personal information character string is replaced with another character string.
