The disclosed device for producing waste paper pulp is provided with an agitation tank (32) that agitates waste paper and water, and a circulating pipe (41) that removes recycled-pulp-containing fluid (37) generated in the agitation tank (32) to the exterior of the tank; partway along the circulating pipe (41), a switch device (43) is provided that can switch the recycled-pulp-containing fluid (37) within the circulating pipe (41) between a transferring state and a transfer-stopping state; in the transfer-stopping state, the transfer of recycled-pulp-containing fluid (37) in the circulating pipe (41) is stopped, and additionally, the inside of the circulating pipe (41a) upstream of the switch device (43) and the inside of the circulating pipe (41b) downstream of the switch device (43) are cut off from each other by means of the switch device (43).
