PROBLEM TO BE SOLVED: To provide a solution of problems wherein pulping of a non-woody material cannot be carried out when water is used after pretreatment, and when the water is not used, the raw material cannot be transported by the clogging of a communicating cylindrical body connecting the upmost cylindrical body through an intermediate cylindrical body to the downmost cylindrical body of a multistage pulp-producing machine by the raw material.;SOLUTION: The system apparatus for producing the pulp can continuously pulp the nonwoody material by passing the nonwoody material through a multistage pulp-producing machine 5 constituted as follows. The nonwoody material of the raw material is roughly crushed while washing the raw material by a roughly crushing pretreatment device 4 for carrying out stirring, cleaning, compression, dehydration and crushing of the nonwoody material of the raw material with water by the rotation of a rotary shaft 14 penetrating the cylindrical body. The pre-treated nonwoody material flows without the supply of the water between a plurality of the cylindrical bodies in a zigzag of from the right body through the left body to the right body.
