PROBLEM TO BE SOLVED: To provide an energy saving diagnosis apparatus capable of easily checking the effect of power saving as a result of a change made on schedule control information, and to provide an energy saving diagnosis system using the apparatus.;SOLUTION: A comparison evaluation section 28 sets a point when a change is made on a piece of schedule control information through a schedule setting section 25 as a start point of evaluation mode. When the evaluation mode starts, the comparison evaluation section 28 compares a piece of information on the power consumption for a specific period (for example, day, week, month and year) prior to the start point of the evaluation mode as a reference data and a piece of information on the power consumption for the specific period after the start point as a resultant data. The comparison evaluation section 28 outputs the comparison result to a display management part 22 to display the comparison result on a user terminal 3.
