According to the invention, the composition comprises 94...98% Portland clinker, 2...6% power plant ash additivated with Zn nanoparticles, in a ratio of 1.22:1, 1...3% as compared with the clinker, ash and gypsum as setting retarder, the cement having a bending strength of 6.5...7.5 MPa and a compression strength of 48...50 MPa.
