A system is referred to cold and heat supply of buildings, mainly with elevated mode of consumption of cold and hot water. The system is based on the vapor compression transformation of energy source of cold water and heat air that is disposed in exhaust and supply ventilation. According to the invention, the system contains heating and cooling supplies vapor compression circulation loop working fluid of the heat pump evaporator and condenser, the compressor and the throttle valve. For the selection of the low heat capacity of the system also provides fans with heaters in system supply and exhaust ventilation, tubing cold water source, storage tanks chilled and hot water with upper and lower inlet and outlet pipes with the circulating pump on the section of pipe from the hot water and general pipe after the heaters and nozzles intake of supply and exhaust air, supply tanks of hot and cold water is made with flexible diaphragms in the inner part at the middle of its height, which in the upper part are interconnected by a common air conduit, and inlet and outlet nozzles placed in the lower parts and connected in series by appropriate piping for the connection of the subsystems of the chilled and warm and hot water.
